Surrenders, Strays, and Resources

Thank you for your interest in Rescued Pets Movement. RPM is a transport program that rescues animals from Houston area shelters, primarily BARC (the city pound), with a focus on animals that are in danger of euthanasia. We are contracted through these shelters to rescue, rehabilitate and transport dogs and cats to animal welfare agencies and no-kill shelters located in other parts of the United States.

  1. RPM is only able to accept homeless animals into our program AFTER our transport partners have accepted them into their program and approved them for transport.
  2. RPM is not an adoption program. None of the animals you see on our website or emails are available for adoption.

*At this time, RPM is not able to accept strays, owner surrenders or other animals from the public, however, if you turn an animal into a local area shelter, you can send us the ID number and the name of the shelter to info@rescuedpetsmovement.org. If the shelter is a current partner of RPM, RPM will check with the shelter to see if the animal meets the criteria to be a transport candidate with RPM. Note: Sending the ID number to us does not guarantee the safety of the animal or that it will be placed with one of our transport partners. If you have any additional pictures, videos, behavior, temperament or health information on the animal, feel free to send to it.

Are you a resident of the City of Houston and need to surrender a found or owned animal?

  • CLICK HERE to make an appointment with BARC. Appointments are made 14 days out, but you can check back daily as new appointments open up each day if there is a cancelation or no-show. Please note: the current appointment system is in place due to COVID and may change. Please check BARC’s website with updates to their system.
  • BARC will always accept injured, dangerous or underage animals without an appointment from City residents. If you find yourself in a situation with an animal needing immediate medical care, please go to BARC immediately. The address for emergency drop off and intakes is 2700 Evella Street, Houston, Texas 77026.
  • The BARC shelter is located at 3200 Carr Street, Houston TX 77026 off the East Tex Freeway (59) and the Collingsworth / Cavalcade / Kelly exit.
  • Please ask BARC about their Deferred Intake and Foster Program! (see below)
  • Please call BARC at 713.229.7300 if you have any questions or need more information. Do NOT call 311.

Are you a resident of Harris County (outside of Houston City Limits) and need to surrender a found or owned animal?

  • Harris County Pets will always accept injured, dangerous or underage animals without an appointment from Harris County residents. If you find yourself in a situation with an animal needing immediate medical care, please go to Harris County Pets immediately.
  • Harris County Pets is located at 612 Canino Rd. Houston, TX 77076.
  • Please ask about their Deferred Intake and Foster Program! (see below)
  • Please call Harris County Pets at (281) 999-3191 if you have any questions or need more information.

BARC and Harris County Pets Deferred Intake and Foster Programs.

Both BARC and Harris County Pets have wonderful foster programs. By fostering an animal, rescue groups and potential adopters across Houston can see and network your foster dog or cat while it stays in the safety of your home. Fostering also allows critical space open at area shelters. If you can foster through BARC or Harris County Pets, please send their ID number to info@rescuedpetsmovement.org and we will contact you to determine if your foster dog or cat is a candidate for our transport program.

Private shelters in the Houston Area that might also be able to help you with a found stray or owner surrendered pet.

Each of these organizations also have low cost veterinary care and spay/neuter resources.
